Dumping fish waste in the water is illegal here in Mexico, as is fileting this particular species. These fish where illegally caught in a net, illegally fileted, and the waste illegally dumped just outside of the Cantamar marina by one of many illegal fisherman who operate openly on the beach in Pichilingue under the "watchful" eye of the Port Captain, Navy, Baja Ferries, and the Marines. No one does anything about this, and we have reported it to the Navy and other authorities. We personally don't care anymore except that they are overexploiting the ocean we live in and depend upon.
